Air Carrier Groups
US Air carriers are grouped together in categories by the USDOT based on revenue , not passengers flown, nor type of service. For example, FedEx qualifies as a "Major" because it has high revenue, although it carriers few passengers. Groups 3, 2 and 1 are the only carriers that are required to report Form 41 Financial data with the USDOT.
